Haruka ticket price from Kansai Airport from Nov 1, 2026
Haruka ticket price from Kansai Airport for visitors: old and new fares to Kyoto, Osaka, Kobe, Nara and Tennoji, who can buy it, and where.
JR West sells a discounted one-way ticket for the Haruka, the limited express from Kansai Airport. The price changes for tickets sold on or after November 1, 2026. The adult price to Kyoto goes from ¥2,200 to ¥2,700, to Osaka and Shin-Osaka from ¥1,800 to ¥1,900, and to Tennoji from ¥1,300 to ¥1,600. The date that counts is the day you buy the ticket, not the day you ride.
This page lists the old and new prices for every destination on the JR West page, says who can buy the ticket and where, and sets out the refund rules. It also explains how the ticket relates to a JR Pass. If you were counting on the Kansai Area Pass for the rest of the trip, it stopped selling on September 30, 2026 — see the Kansai Area Pass ended: what to use instead for the passes still on sale. For the pass price itself, see JR Pass price in 2026. To add up your own rides, use the JR Pass calculator. We checked every number on October 30, 2026.

The JR West page does not show the regular fare plus Haruka charge for these trips, so this page does not compare the discounted ticket with it.
What the ticket covers
- Haruka: both reserved and non-reserved ordinary-car seats on the Kansai Airport Express Haruka are included.
- Green Car: not included. It needs a First Class (Green) ticket and a separate express ticket.
- Other limited expresses: a separate express ticket is needed.
- Rapid and local trains in the valid area: non-reserved seats are included. Paid seating services such as A-seat on Kansai-area trains need a separate charge.
- Getting off on the way: you may not get off at an intermediate station. If you do, the ticket becomes invalid.
JR West says to buy any additional ticket at a JR-West station before boarding.
Who can buy it
JR West sets these conditions:
- You hold a passport issued by a foreign government. Japanese nationals cannot use the ticket, including those who hold permanent residence abroad.
- You enter Japan under the status "Temporary Visitor" (短期滞在), a residence status defined in Japanese immigration law.
- You may not buy or exchange more than one of the same ticket for the same period of use.
- You must show your passport to receive the ticket, and carry it while you use it.
Where and when to buy
There are two routes, both listed on the JR West page:
- A travel agency outside Japan. You buy an exchange order (E-TICKET), then exchange it for the ticket in Japan. An E-TICKET must be exchanged within 3 months of issue.
- JR-WEST ONLINE TRAIN RESERVATION. You pay by credit card when you reserve. Payment cannot be made at the station, and virtual or numberless cards cannot be used. After you arrive, you collect the ticket at a station ticket vending machine or ticket office with your reservation number, your 4-digit identification number, the card you paid with and your passport. A ticket vending machine needs a passport with an IC chip. Without one, use the ticket office.
The ticket is not for sale inside Japan. Online reservations open one month before boarding, from 10:00 am (JST) on the same day of the preceding month. The price is set by the date of purchase, not the date of exchange or use.
Changes and refunds
- You can change the start date of the validity period once.
- You cannot swap it for a different ticket type. You refund it and buy the one you want.
- You can change the departure or arrival station within the section once, for an unused ticket within its validity period.
- You can change trains once, before the designated train leaves, if tickets for the new train are available within the validity period.
- Refunds are made only at the exchange location. The sales price minus a handling fee is refunded.
- The handling fee is ¥560 if no reserved seat has been issued, or if one was issued and you refund up to 2 days before departure. From the day before departure until departure, it is 30% of the original undiscounted express ticket plus ¥220, with ¥560 as the minimum.
- After the departure time, the handling fee equals the limited express ticket for each train.
- A used ticket or one past its validity period cannot be refunded. An unexchanged E-TICKET is refunded by the overseas travel agency that sold it, which charges an extra fee.
- A lost or stolen ticket is not reissued.
JR West notes that conditions can differ for reservations made on JR-WEST ONLINE TRAIN RESERVATION.
Do JR Pass holders need this ticket?
Neither official page says directly. The Japan Rail Pass site says the pass covers JR Group limited express trains and names only the Nozomi and Mizuho on the Tokaido, Sanyo and Kyushu Shinkansen as not covered, with some exceptions. The Haruka is a JR limited express, but the site does not name it, so check your pass terms before you decide whether you need this ticket. If you are weighing a pass against single tickets for a trip around Kansai, enter your rides in the JR Pass calculator. For a Tokyo–Osaka comparison, see Tokyo to Osaka by Shinkansen.
The discounted Haruka ticket suits a different traveler: someone who needs only the airport ride and is not buying a pass.
Who this ticket does not suit
- Japanese passport holders and anyone who is not entering as a Temporary Visitor.
- Travelers who may need to change plans late. The handling fee is at least ¥560, and 30% of the undiscounted express ticket plus ¥220 from the day before departure.
- Anyone who wants the Green Car, which costs extra.
- Anyone who has already arrived in Japan without a ticket, since the ticket is not sold in Japan.
